- The Graduate Program for the Master of Arts Degree in Pre-Elementary Education was authorized in 1979. Two ofthe core courses must be taken at Old Dominion University, also located in Norfolk, Virginia. ThePre-courses,Pre-Elementary Program at Norfolk State University is projected as interdisciplinary. This structurewill permit students housed in the Department of Early Childhood/Elementary Education to take courses in severaldisciplines. The six specialization areas are designed to assist students in meeting career goals.
